  • Just as a test set the NetBackup Client Service account to be a full domain administrator ( assuming it is running as Local System - or has someone set it to use a SQL account that does not have full local admin rights so cannot access all of the system state?)

  •  This can be hard to track down unless you have the bpfis logs. I have run into this a lot with 7.1.0.3. One of the most common problems I have run into is that the registry has a bogus or invalid entry for a disk. And the start of the backup checks to make sure all disks listed in the registry are online and valid. See:
