And can the catalog data backed up from the Windows master server be restored to the Linux master server (between different operating systems)?
Finally, after backing up the catalog, general files and drpkg files are generated, and I am curious about the difference between the two files.

Well the best would be to browse against catalog backup and see yourself what was backed up. No, you cannot restore Linux one to windows unfortunately. Moreover you can't restore it to the different drive letter during catalog recovery. Mainly it contains definitions of policies, information about backed up data, its retention, etc. Database backup of NBU. The drpackage secures the certificate of NBU primary server.
