How do we gain access to banner ads?

We are new to the Symantec partner program. After many denials through Symantec's Commision Junction program the Symantec Rep told us that we needed to sign up through the partner program instead.

Now that we are in the partner program we cannot find any Banner material for our sites. Any ideas?
