My reference is this VERITAS technote
Will VERITAS Replication Exec (tm) successfully replicate the Windows OS to provide Disaster Recovery?

Here are the details:
Replication Exec will not provide effective OS disaster recovery. There are files which are difficult to replicate and so are skipped by Replication Exec. These include certain files contained in the:\WINNT\SYSTEM32 directory and below (including the Windows Registry, etc.).
Although Replication Exec will appear to complete the replication, a number of key files will have been skipped, leaving the replicated drive incapable of booting.
The following is a list of files/directories that Replication Exec will not replicate:
Path: C:\WINNT\System32\config
Qualifier: *.*
Path: C:
Qualifier: pagefile.sys
Path: ?:\System Volume Information
Qualifier: *.*
Path: ?:\$Extend
Qualifier: *.*
Path: ?:
Qualifier: hiberfil.sys

Current versions of Storage Replicator will not provide effective OS disaster recovery. There are files which are problematic to replicate and so are skipped by Storage Replicator.
