Deploy System Recovery 23 Windows Active Directory Domain

Is there a way to deploy Veritas System Recovery 23 without physically going to each machine or remotely logging into each one?  Deploying with group policy would be a preferred way so that machines that are currently offline would see the new group policy when they come online.  They will also need to be activated with the new license without user intervention.
