ADK 1703 is quite old, isn't it? Did you try a more recent version?

Uninstall Webroot AntiVirus and reboot machine. Then try SRD creation again.
Note: It is possible that the same issue may be seen with other 3rd party AntiVirus software. However, at the time of publication, the issue has only been seen with Webroot.- bmackey55Level 3
I don't have any 3rd party anti virus SW installed. I'm only using the out of the box MS stuff.
Maybe I'm blind, but I can not find they "Run as a different user" otpion anywhere. I have even located the SRDCreate.exe and ran as administrator.
Where is this option?

You need to hold down the Shift Key while right-clicking the EXE file, then the option should appear in the context menu.
