NetBackup KMS

Hi, I am having some issues with KMS and I'm looking for some insight.

Master - Windows Server 2016     Netbackup v8.2

when I enter "nbkmsutil -listkeys -all" I get

Exit error:

Exit status = 25

I found that NB Key Management Service was stopped (automatic).

When I start the service it only stays up for about 10 seconds before it stops.

I have rebooted the master.

I have ENCR_ encryption pools defined and I am using them in policies.
