Hi All,
We have a Backup Exec 3600 Applaince, upon updating to SP3 and then restarting we are now encountering issues with the appliance.
For example, we cannot start/enable remote services and even Backup Exec itself. As well as the remote launch of applications.
We can't do anything from the appliance.

... then you would need to log a support case with Symantec for them to take a look at the appliance.

are you able to reach the appliance web portal?

if so, this page will have a hyper link for the configuration report of the right hand side.
please click on the it and check for any failures and revert back.
