Hello support,
I'd like to confirm if Symantec is to send us the USB flash to upgrade the appliance to the latest version.
Download from file connect takes a very long time as teh internet is not very fast.
The appliance is under support.

This was for a previous version, but there is no mention that Symantec will provide the USB memory stick. Instead, they state the client can download and extract the files TO the memory stick (assumed it is provided by the client) to do the necessary:

Hi Craig,
Its been a while.
Thank you for your response. The appliance is actually a BE 3600 R2 and not the old one.
I saw in the last support document or mail, (not too sure now) that the customer would received a USB disk, shipped to the address to be used to upgrade the appliance.
The internet is not very fast and almost 9GB takes a while to download.

..in this case it might be worth your while contacting the licensing department in your country and asking for the USB key.
