Additionally, try installing VC manually from BE\WinNT\Install\VCRedist folder. If this doesn't help, download VC from the Microsoft site and try to install it manually. If the install succeeds, move ahead with the BE 2014 install.
Lastly, if running any AV, do ensure it is not scanning & if possible, temporarily disable the AV and redownload the BE 2014 install. Once downloaded, again extract it and rerun the install.
Have you tried the steps which I mentioned earlier ? Have you tried installing VC manually from the BE installation files and/or from the Microsoft site ?
