hi CraigV thank you for repleing,i see this article before.

  • the first article explain the cause of the problem is the lake of permssion at Vcenter level but the user account which i use for vcenter is administrator user in vcenter
  • the second article explain that the problem on backup exec 2010 but i use backup exec 2014.

so i think thats not the solution for my problem.

It is not good enough that the credential that you are using is a vCenter Admin, you must make sure that it has the rights according to these two documents http://www.veritas.com/docs/000007044 http://www.veritas.com/docs/000025066

thank you all for replying for my question. i found that the problem because  i dont have full permssiion on the top level of the VCenter .i change the backup user account to administrator group on the top level of the vcenter and now its work.

Isn't this what the first document that Craig posted was saying, I.e it is a lack of permission? You should mark his answer as the solution rather than your own answer
