After Upgrade from 12.5 to 2010 including agents...Still get The task Scheduler is not running...

I upgraded to backup exec 2010 on my main server and completed new installs of the dlo agent on windows 7 client computers and every time a user logs in we get the following message: The Windows Task Scheduler is not running. Start the Task Scheduler and click Retry to continue or Cancel to continue without scheduling any jobs. This happens on all systems now windows xp, windows 7, new computers that did not have previous versions of the dlo agents installed, new installs. I tried reinstalling the dlo agents on the old computers and it seems like the only way to get this pop up to not pop up is to install the agent and have it run as an administrator but that then prevents the users from being able to run the program, I have been searching for solutions for a long time now and nothing seems to work can anyone provide some assistance please? thanks.

Hi, I tried all the suggestions in the articles above and none of them worked, is there something else I can try besides calling in to technical support? We purchased this software to alleviate the task scheduler problem and it has not resolved it. I just don't want to have to spend the extra money (it's not in our budget we are a non-profit) and I would rather not have to waste more time to fix a problem that should be easy to fix.

Please let me know if there are any other steps I could try?

...and if you make the user an admin on their local PC/laptop?
