Do ensure all BE services (except the remote agent service which uses the local system account) are running using a domain admin and has rights per this KB - http://www.symantec.com/business/support/index?page=content&id=TECH23689

And is the SQL instance (BKUPEXEC) all running ?

What errors are logged in the event viewer ?

Did the services ever start up normally earlier ? If yes, any recent changes made ?

Did the services ever start up normally earlier ?

No. i have errors "Error 1068: the dependency service or group failed to start" and all services was stopped

If yes, any recent changes made ? yes

this issue solved: i again enter the same user and password for BackupExecRPCService(Backup Exec Server) from windows services, and all services startup.

What errors are logged in the event viewer ?

In event viewer? before i solve issue, ihve error like this:

The BackupExecDeviceMediaService service was unable to log on as domain\beadmin with the currently configured password due to the following error:
Logon failure: the user has not been granted the requested logon type at this computer.

Service: BackupExecDeviceMediaService
Domain and account: domain\beadmin

This service account does not have the required user right "Log on as a service."

The Backup Exec Device & Media Service service terminated unexpectedly.  It has done this 5 time(s).

********************************

The Backup Exec Device & Media Service service failed to start due to the following error:
The service did not start due to a logon failure.

***********************************

The Backup Exec Agent Browser service depends on the Backup Exec Server service which failed to start because of the following error:

This is the error. This service account does not have the required user right "Log on as a service."

Make sure that your BESA has the rights according to this document
