you can download Backup Exec 9.1 and 10.1 from support.veritas.com and run it in eval for 60 days.

I would use 10.x
http://seer.support.veritas.com/docs/279332.htm

When you install it you will be prompted for serial number, just click next and it will inform you that you will be entering into eval mode

9.1  http://seer.support.veritas.com/docs/264658.htm

Media from the following products can be restored with Backup Exec 7.3, 8.x, and 9.x.
http://support.veritas.com/docs/190558

Make sure you download the latest drivers from Veritas which ever version you choose

Keep in mind there are some limiation readin Arcserve tapes.  If software compression was used in arcserve then Backup Exec or NTbacku is of no use to you.

Its available for download at following url:

You can use it as evaluation for 60 days. When asks for license, do not enter any serial number and it would be in evaluation. Please note that this product is end of life for support, but you can certainly give it a try.

Please mark it a solution, if this is useful.

If the headers have  been re-written, I doubt you will have any luck with v9.  But I DO wish you all the best in this situation
