BE 20 Failed to install | SQLBrowser failed to start

I am trying to install Backup Exec 2020 from DVD on windows 2016 standard version (GUI). but getting following

I am having this same issue with v22.

Are you performing a new install or an upgrade?
Can you share the error you are receiving
If it is an upgrade; are you using a custom SQL installation (with BE 22 we are using SQL 2017 by default)?.
