You would need 1 Agent for Applications and Databases licence for each application on each server. For example, if Server A runs SQL databases and Exchange, then you would need 2 Agent for Applications and Databases licences for Server A.
If your server does not run any databases or applications, then you would need 1 RAWS licence to backup this server.

Thanks PKH for the reply,
so, if we want to backup a server only the aplication/SQL so, we just using 1 agent for Application and Database for 1 server...? no need to install agent for windows/RAWS first..? cause we dont plant to backup the server only the Application and Database on the server.

BE uses the term "agent" loosely. It refers to both the RAWS that needs to be installed on every remote server to be backed up and the capability to do certain things, like back up SQL databases.
To backup that application/SQL server that you are talking about, you would need to do this
1) Purchase an Agent for Applications and Database licence and install it on the media server
2) Push out the RAWS to this server.
3) Create your job to backup the application/database.
