BE Server to a new BE Server

I have searched, but haven't found anything similar to my issue/error.   I am looking to retire a BE server that I inherited to a newer, running an updated windows server OS.

Using the migration tools, it complains it doesn't have permissions to the SQL database; or the SQL is not compatible.  SQL on the old server running Windows 2008 R2 64 bit is the SQL 2014 32 bit.   The latest server is running the provided SQL server.

Any thoughts on how to resolve this issue; or is there documented process to migrate the existing database and important configuration files between servers to complete the transfer of BE?

I think you want to migrate BE2014 to BE 21? It is not supported.
