BE v8.6 cannot create new BEWINUI.UNI file

I've just changed the account that BE uses to do the backup, and have renamed the BEWINUI.UNI file to BEWINUI.OLD as instructed. All services restart normally, but then when I try to open the Veritas user interface the application hangs just after the "initializing user interface" phase. It is the Job Engine service that is actually hanging (bengine.exe), and if I terminate that process in Task Manager I can get into the program, and the backup will run, but I get errors saying "There is not enough disk space available to write the on-disk catalogs." If I give the backup user account Admin rights it seems to work... is that really necessary?

Since at least as far back as v6.11 Seagate, then Veritas, now Symantec have always said that the Service Account should be at least a Local Admin, preferably a Domain Admin.

Comments about security have always fallen on deaf ears.
