Does the standard version of 12.5 come with the CDP portion, or is that an add on? Also, can you use CDP to backup to a NAS device in near real time?

Hello,

1  : The Best practices for Backup Exec 12.5 Continuous Protection Server http://support.veritas.com/docs/311708
2  : For enabling CPS we require one RAWS License only (Remote agent for Windows Server Licanse only)
3  : CPS is all to gether a different software which can be downloaded from http://fileconnect.symantec.com
4  : Backup destinations can only be created on servers that run Windows Server 2003/2008 operating systems and have a Continuous Protection Agent (CPA) installed. In addition, only one backup destination is allowed for each logical volume or drive letter.

To answer your first question, Yes it's included with the purchase of BackupExec.  It's called Continuous Protection Server, or CPS

Agents purchased for BE can be used for either BE or CPS purposes.
