Backup Exec 16 - restore without SDR

We have been having issues regarding performing a successful full backup with SDR turned on (no excludes in the selection list)

We are getting error from a directory in the recycle bin which we will need to exclude to get a successful backup

My question is, can I still perform a system restore without it being SDR enabled? Also is a SDR full backup needed before I can create a recovery disk?
