Hi. Is it possible to connect the LTO8 drive to the program Backup Exec 2010 R3?

Hard to say categorically, but very very unlikely. The newest LTO drive mentioned in the BE 2010 R3 Hardware Compatibility List (HCL) is LTO6:

LTO8 is first mentioned in the Backup Exec 16 HCL : https://www.veritas.com/content/support/en_US/article.100040087
but even here every LTO8 device has a footnote indicating:
" Required support can be found in "FP2 Hotfix 128051" "

Further on it mentions:
"...LTO8 and LTO7 support is very new. Please verify the LTO drives supported..."

So would recommend upgrading (or realistically doing a fresh install) of the latest version of BE - currently 21.3.

On reflection I would change 'very very unlikely' to No.

If possible do a fresh BE 21 install. That should be best as 2010 R3 is really quite an old release.
Just for info, this is the series of releases that happened after that -> BE 2012, 2014, 15, 16, 20, 21.

Hello. I'm trying to do the Steps to download Backup Exec licenses, setup files, updates, feature pack, service pack, hotfix, and hotfixes in VEMS. Click the ‘Licensing’ icon to enter VEMS. I get a message: Server is not able to handle your request, response code is 500. What am I doing wrong?

As this is a different problem please start it in a new thread. I believe in your case you will need to raise a ticket with Customer Care who may need to review your profile to see if there are for instance characters in your profile the system doesn't like (that was the issue in other similar cases).
