Backup Exec 2010 and MS Exchange 2007

I need to backup servers which has the following configuration :

2 servers has Database role and they are clustered

2 servers has Client Access role, again clustered.

How many Exchange agents I need to have in order to have sufficient backup?

Active/Active or Active/Passive?

The former needs active licenses for each, the later only needs licenses for each active node.
