Backup Exec 2014 - Best practice in deleting old DATA files?

I'm trying to figure out what's  the best method to delete these files located under c:\Program Files\Symantec\Backup Exec\Data\

Can it be cleared from the Backup Exec program or does it have to be deleted from Windows Explorer?

Data folder contains Backup Exec database files, its backup file, XMLs(Backup Job Log), encryption keys for secure communication etc. The folders that you show, can be removed. You can stop BE services and then move these folders out and start the services.
Note: Make sure you move the content on a another folder (another drive). When services are started back up, you can get rid of this folder.

Additionally, there is also a way to move this folder on another drive.
1) Stop BE services (including the SQL Server (BKUPEXEC) )
2) HKEY_LOCAL_MACHINE\SOFTWARE\Symantec\Backup Exec For Windows\Backup Exec\Engine\Misc
Update the "Data Path" to new path. Apart from this you can also update the Catalog Path, Job Log Path etc.
3) Copy the content to new location
4) Start the BE services
