Backup Exec 9.1 installation fails during MSDE

I am unable to install Backup Exec 9.1 which fails during the MSDE portion of the install.  As a bit of background Backup Exec 9.1 was previously installed on the server and was working happily for several years until there was a problem with the database, a manual removal of Backup Exec was then performed using the instructions and this now cannot be reinstalled on the server.

I have pasted the relevant portion of the log file below around the error.  I have tried installing MSDE seperately using a blank password but this has still not worked, any helpl would be appreciated.

Please do steps if SQL server (sql2000 or 2005) is NOT running on this machine

Reboot

Now first install MSDE from installation FOLDER
Then run the installation of BE 9.x
