Backup Exec Job engine won't start NDMP error

Brand new installation of BE 2010. Firewall service is turned off on 2008 R2 server. Getting Event ID 58117 error "Backup Remote Agent server service did not start. App failed to listen on NDMP Tcp/IP port.
Ran net stat nothing is using port 10000 and nothing is install on this box only BE.  Job engine won't start with dependency error most likely pertainint to this Remote agent error as all other services are started.  The intial install itself completed with no errors at all.  And I was able to push out remote agents but can't backup anything with the job engine not starting.

Any ideas?

I have found the work around to change the NDMP port to something else still would like to know if there is some reason in the first place. Netstat only shows bengine service using port 10000 (until I changed it)
With nothing but windows on the server i can't figure out what is blocking it
