Backup Exec Services menu

In BE2010, we can restart backup exec services of MMS in CAS by clicking menu Media servers -> Backup Exec Services

where can we find it in BE2014?

From the Storage tab, right-click the MMS server and choose Backup Exec services. Here, also you can restart the services.

There isn't a problem, it's just that the UI of BE 2014 is slightly different from BE 2010. The Storage tab of CASO in BE 2014 is similar to the Media Servers tab in BE 2010. I would recommend to go over the UI changes and familiarize yourself.
