Backup exec 2012 upgrade to 20

we're planning to upgrade our backup software BE2012 to BE20 what will be the best practice and old data backup file also properly work? How about the license on BE2012 can I use it on BE20 to no-cost upgrade

There is unfurnately no direct upgrade path.

You will need to upgrade to BE16 first, then to latest 20.x.

About licensing :
You cannot use BE2012 license on BE20. 

You will need to renew maintenance or purchase new license. 
Please reach out to your local Veritas reseller for the best possible solution.

Also one concernt after upgrade 2016 or 20 I am restored old backup data.

Yes, upgrading software as per BE documentation will ensure that you can restore old backup data.

If the software is no longer supported by BE 20, then you cannot restore it's backups.

According to this (old) TN, restore from old, unsupported software is possible after successful upgrade:
