Hello
I had backup exec 2014 SP2 on Windows Server 2012 R2.
The dedup storage is full with backup sets expired after restart the backup exec services, spoold.exe stay "starting".
The description for Event ID 1 from source spoold cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer.
If the event originated on another computer, the display information had to be saved with the event.
The following information was included with the event:
25004: Could not initialize performance counter for \Processor(7)\%Processor Time(no such object)
How to solve it?

Make sure the deduplication storage folder is excluded from any antivirus scan.

The customer does not install antivirus on server

You need to log a support case so that the support engineer can fix the problem.

What is the output of the following command when run from \Program Files\Symantec\Backup Exec via a command prompt -
spoold.exe --test
and
spoold.exe --trace -v
