The job monitor is only there to show you the status of your backups, not to indicate which backups are available for restore. Go into the Restore tab, drill down to the server, then drive that contains the information you want to restore, and you will then see a list of all the available backups which Backup Exec has a catalog for. Assuming the backup is listed here, and the tape hasn't yet been overwritten you can go ahead and restore.

If the backup isn't listed it probably means your settings are such that Backup Exec deletes the old catalogs before the time when the tape will be re-used. In which case if you go into Devices, select the drive, and select Catalog, it will read in all the data on the tape and rebuild the catalog information. Once complete you should find that backup listed in the restore section, allowing you to continue with the restore.
