Can a System State restore be used to recover from infection

We discovered a bot on one of our domain controllers. I plan on wiping the hard drive and restoring the OS. Can I use my System State restore (Symantec backup Exec 2012) to safely restore the server?

To recover your server, you would need to restore the entire C: drive, the shadow copy component and then the system state.
