Is the logon user for the postgresql-8.3 service using purediskdbuser? If so, change it to Local System Account & re-try the creation of the de-dupe folder..

No go...  The service is now set to Local System Account.  Should the service also be set to "Automatic"?

Doesn't matter...  We're still a no go.

I did the same thing and am having the same issue.

Should I uninstall the dedupe option and then re-install it?

Yeah, uninstalling and re-installing just the de-dupe option fixed it for me.

If you remove the Dedupe Folder from inside Backup Exec with the goal to recreate it, you will need to delete the dedupe folder in Windows before recreating it in Backup Exec.  If the files exist when BUE tries to create the folder, you will get this error.
