Cannot Install Hotfix 15

I am currently running BE 10 rev 5520 on a Windows 2000 server. I cannot install hotfix 15, because I get an Install Wizard Error! It states:

"The wizard was interrupted before VERITAS Backup Exec for Windows Servers could be completely installed. Your system has not been modified. To complete installation at another time, please run setup again."

Backup Exec is not running, and all services have been stopped.

What could be causing this?

I found the solution to my problem in the following thread.

In BackUp Exec I went to the Tools menu and selected Serial Numbers and Installation. Without making any changes, I simply exited from this wizard. I then closed BackUp Exec and retried the installation of hotfix 15. It worked.
