Cannot add licences for extra drives

I have 2 Entitlement IDs. Currently using one for 1 drive and the other for 2 drives.
I have added 3 more drives to total 6.

BE 20.4 will not accept any more licenses

"VERITAS BACKUP EXEC 20 LIBRARY EXPANSION OPTION LICENSE"

I have plenty of these.  I created a key for 3 and on another attempt one for 6 QTY.
It just ignores them and shows me the original 3 only.  
You can't remove the existing ones as they are only hidden and I'm using the same entitlement ID again.

Easiest will be to log a call with Customer Care.

It looks like this was a silly mistake on my part of not removing the Maintenance entries as well as the Licenses.
