In view of the error message posted, kindly refer the following.
BITS (Background Intelligent Transfer Service) is a file transfer service that transfers files between a client and a server. Unlike other protocols that transfer files in the foreground, BITS transfers files in the background (default). Background transfers use only idle network bandwidth in an effort to preserve the user's interactive experience with other network applications, such as Internet Explorer. BITS does this by examining the network traffic, and using only the idle portion of the network bandwidth.
To identify that the services are running perform the following:
1. Go to Run | Services.msc
2. Background Intelligent Transfer Service (BITS) is running and shows status as started.
When the Background Intelligent Transfer Service (BITS) runs and a backup of the Drive:\Documents and Settings\All Users folder is performed the backup completes with the following files skipped.
BITS generates and uses the Qmgr0.dat and Qmgr1.dat files. The Background Intelligent Transfer Service (BITS) locks the Qmgr0.dat and Qmgr1.dat files, which makes the backup application unable to open and backup the files. Therefore, these files are skipped. This problem is not specific to Backup Exec, for these files also cannot be backed up using the NT Backup utility and other Windows backup applications.
It is not necessary to back up the Qmgr0.dat and Qmgr1.dat files. Therefore as a workaround, exclude the Qmgr0.dat and Qmgr1.dat files from backup as follows:
1. Log on to the computer as an administrator.
2. Click Start, and then click Run. The Run dialog box appears.
3. In the Open box, type regedt32, and then click OK.
4. Open the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\BackupRestore\FilesNotToBackup
5. In the left pane, right-click FilesNotToBackup, point to New, and then click String Value.
6. Name the new entry BITS.
7. Double click the BITS entry. The Edit String dialog box appears.
8. In the Value data box, type the following value(Figure 2), and then press OK:

9. Close Registry Editor
Warning: Incorrect use of the Windows registry editor may prevent the operating system from functioning properly. Great care should be taken when making changes to a Windows registry. Registry modifications should only be carried-out by persons experienced in the use of the registry editor application.
