BE does does file level backups whereas SSR does block level backup (disk imaging). BE does backup to tape but not SSR

There are multiple differences such as

1) SSR can write only to disk, whereas BE can write to disk, tape etc

2) SSR works on block-level ,whereas BE works on file-level.

3) BE offers much more backup options and agents then SSR. For egs, backup of DBs such as Oracle, Domino etc.
