We're planning to deploy Backup Exec to our enviroment, we've 2 Hyper-V server (Server A and B) which will replicate VM guest each other. We're going to purchase 1 backup server license and 1 Hyper-V agent license to backup the one of Hyper-V server (Server A) and active VM guest.
I'd like to know that, if the Hyper-V server (Server A) is down, can I restore the backedup VM guest to another Hyper-V server (Server B) with only 1 hyper-v agent license?

Afaik, yes. (Additional license is not required).
You should be able to restore to another Hyper-V host as long as the Remote Agent is installed on the second host as well.
Its the same as for any other application such as Exchange, SQL, ESX host etc. The number of licenses are required from a backup perspective and not from a restore one.
