Error 1606. Could not access network location \IDR\data

Hello. I seem to be getting an error that a few other uers are as well. I'm upgrading version 9.1 (sp5) 2 bit to 11d 64 bit build 7170. This is on a 64 bit Windows Storage Server 2003. I have verified that the registry keys listed in some of the suggestions (such as the link below) are correct, and in face we don't have IDR installed, and the regkey for that option is set to 0.
