Full and incremental backups virtualy the same size

I am having an issue with Backup Exec, where both full and incremental backups are the same size. Incrementals occur nightly, full backups are weekly. I tried both the backup by modified time and archive bit options. Servers being backed up are a combination of Windows servers, Linux servers, and NAS. Some have the backup exec client, some do not. None of them have anti-virus installed. If I connect to these servers via UNC path from the server running backup exec, I can see files whose date accessed and date modified attributes are months ago but are still being back up with each incremental. What am I missing?

From your description this may only answer part of your problem
