1. How to backup OS window server 2008R2

2. How to Restore OS Windows server 2008R2

3. How to Restore Windows 2008R2 to Windows server 2012

This doesn't really make any sense. What exactly do you mean by this?

Why dont use Symantec backup 2015 to restore my OS windows? How to choose Recovery Disk (SRD) to restore my OS windows? Its apart of Symatec backup 2015 feature or another soft?

You could do this when the other OS is already installed. Just open the backup image on the other OS and select the files you want to restore. You can create the SRD out of the VSR console: https://www.youtube.com/watch?v=TfyvKtbccBs

I assume you are talking about only restoring the data, not the actual OS (why would you do that)? As Markus says, you can just restore the files/folders on the new server by opening the recovery point using the Recovery Point Browser.

Also, it sounds like you are asking about Backup Exec rather than System Recovery. Can you clarify this part please.

This is the first time to use Symantec 

And I only installed Symantec Backup Exec 2015. I think its can be Backup and Restore my system (only Backup Exec 2015 do both task).

Please teach me. If I want to backup system OS (ex: server 2008) and Restore this system. All software and all steps I have to do?

In Backup Exec, the feature is called Simplified Disaster Recovery and is enabled by default when you configure backups for the systems in your environment.
