How to backup(or export) BE's settings so that I can restore(or inport) them to others' BE server?

There is no way to export the BE settings. You would have to migrate the entire BEDB using the procedure in this document

You have tagged your OS as Windows 8. Note that this is not supported, even with BE 2010 R3 SP3. See the SCL below
