I a looking for an Offine Backup Solution

I need to be able to power down a system insert and CD/USB boot from that device and then backup the entire system to a network share.

The backup needs to support RHEL and the VLM partition.

What product do I need?

I believe your best bet would be using Symantec System Recovery 2013 for Linux

I am afraid that is not possible , untill and unless there is power to the machine and to the hard drive, if the machine is physical machine. in a Virtual Machine , yes it is possible via backup exec or netbackup even if the machine is powered off.

Yes this would be a physical system, and of course the system would be powered back on and booted from the USB or CD drive. The point of the "offline backup" is not the have the native OS running while backing up the entire system.  You used to have a product call Norton Ghost, that backup up dos and windows system. I am looking for a similar product that can back up Linux with LVM partition correctly.
