Information Store is Not an Option to Backup

Good Morning:

I have seen this question asked a few times and have not seen the answer for my problem. I have Windows 2003 and Exchange 2003 on a Server in my AD. I have Backup 9.1 and Exchange agent 9.1 installed on the Edxchange server. Since this is my Exchange Server I do have the Enterprise Manager for exchange installed on it. I can see the Public folders and the Mailbox folder but no Information Store................. I am at a loss here.
