Job Engine and Remote Agent not autostarting after reboot

We have Backup Exec 10.0 Build 5484 with SP3 recently applied on a W2003 Server with SP1.

We reboot this server about once a month to apply the security hotfixes and every time the Job Engine and Remote Agent fail to autostart on reboot.

I can start them manually just fine. There are no errors in the event log. I applied SP3 hoping it would fix the problem but no such luck.
The Backup Exec Windows Server is installed on a Domain Controller. All of the Backup Exec services and MSSQL$BACKUPEXEC are set to automatic, all logging in with the same domain admin privileged account. SQLAgent$BackupExec is set to manual using the local system account. As for dependencies, our configuration matches Article 253794.

Any ideas what is causing this and how to fix it.

Initially we suggest you to upgrade to version 10.1:

* Please reinstall remote agents after upgrade!
