What error do you receive ?
Also, was LiveUpdate launched using elevated rights ? (Launch BE using Run as admin and this will use elevated rights for LiveUpdate as well).

Does FP1 show as installed under Programs & Features ?
If yes, try running a repair of BE. If that doesn't help, you may have to uninstall and reinstall only LiveUpdate.

you may have to uninstall and reinstall only LiveUpdate.
Were do I get the Setup File for it?

Setup file is present with the BE installer files. Else, you can download LiveUpdate 3.3. from this link - https://support.norton.com/sp/en/us/home/current/solutions/v57903068_EndUserProfile_en_us
Uninstall LiveUpdate from Add/Remove programs. Remove the LiveUpdate folder from C:\ProgramData\Symantec. Reinstall LiveUpdate. If using any other Symantec product such as SEP, it will probably require a repair install to re-register itself with LiveUpdate.

Repaired BE15 and uninstalled and reinstalled LU.
No help. Problem still there.

Since the rapair action I get the following error :( :
ODBC access error. Possible lost connection to database or unsuccessful access to catalog index in the database.

You may be facing this - https://support.symantec.com/en_US/article.TECH232192.html
If not, then stop all BE services. Open a cmd and browse to the BE directory. Run the following command -
catrebuildindex -r
Restart all BE services and check if the ODBC alerts still appear. If they do, do they appear when the services are started OR when a job runs OR randomly. Also, what is the complete description as per the event viewer ?
