OS Windows Server 2019 Standard (selection only goes up to 2016)

I have a new install of WS2019 and Backup Exec 20.3. I've been getting the following errors in the logs. I am not using Performance Counters.

Windows cannot load the extensible counter DLL "perf-MSSQL12.BKUPEXEC-sqlagtctr.dll" (Win32 error code The specified module could not be found.).

Windows cannot load the extensible counter DLL "perf-MSSQL$BKUPEXEC-sqlctr12.2.5000.0.dll" (Win32 error code The specified module could not be found.).

What could be causing this?

Windows Server 2019 is supported with the latest updates to Backup Exec 20.  http://www.backupexec.com/compatibility  https://www.veritas.com/support/en_US/article.100041607

Which log are you seeing those errors in?
