Optimized Duplication setup

Here is my configuration:

CAS in Main office (Office A)

Managed Server in Office B with deduplication storage shared to Office C

Managed Server in Office C with deduplication storage shared to Office B

Connection between all 3 office: 10Mbps WAN

Both managed servers are setup to to keep catalogs on "Managed Bakcup Exec server (distributed)"

weekly full back from both Managed Servers (Office B and Office C) are duplicated to each other.

Is it possible to restore Office C file from Office B or CAS (restore back to Office C)?  For example: if Office C deduplication storage failed and file needs to restore, can I perform a restore from Office B back to Office C server?

I did a test to restore a small file and it takes a very long time and i ended up cancelling the restore (and I can see all 3 backup exec servers networks utilization went up).  it that normal?  and what is the best practice to setup the managed servers?  The idea is to have both managed servers to maintain a offsite backup for each other.
