Problem viewing resources Windows Server 2008, Backup Exec 12D

Hi, I've hit a hundred brick walls on this one.
We open Backup Exec 12 on the Server 2008 machine.
Click on Create a new backup job.
No resources come up. It has the error: connection with server failed Hit f5 to retry.
 
I have searched heaps for other people with the same problem. and have seen:
 
Its the same problem, but not the same resolution. I have tried all of the suggestions in there.
 
I have restarted the server and services many times.
 
Also note, I have endpoint protection installed. I have disabled both the windows firewall and the endpoint protection.
 
Any ideas? I've got nothing.

Please verify in the Windows Services Applet that all the Backup Exec services,except for the Remote Agent for Windows,are running on a DOMAIN ADMIN account.The Remote Agent for Windows Servers should be running on the LSA.
 
If the services are running on the appropriate account, logoff from the server and login with a different account having domain administrator privileges. Make this account as Backup Exec Service Account.
Restart the services and check the selection.

You have to manually give the server account the "log on as a batch file" right in the DC's default GP.
