I have a question on why do we backup the Exchange Public Folder Database, and what does it restore ?

Public folders are a feature of Microsoft Exchange used to share information with others within your organization.
For more information on public folders, ref:

People Use public folders to:
Post information within the org.
Share Outlook items in a calendar, contact list, or task list.
Share files.
This information is backed up and restored, while we select the public folders .
