The BE media server, which you refer to as the console, can only control tape drives connected to it.
In your scenario, the Toronto server would need to stream data to the Winnipeg server and the data needs to be stored on a tape drive attached to the Winnipeg server. The tape drive attached to the Toronto server would be useless in this case.
If you are just backing up the Toronto server and wants to control it from Winnipeg, then you don't need the remote. Install BE on the Toronto server and make it a media server. That way it can back up data to the tape drive attached to it. In Winnipeg, on any server or PC, you can install the BE remote console to control the Toronto media server. You don't need any license to install the BE remote console.
If you are also doing backups using the Winnipeg server, then the best way is to buy a full BE license for the Toronto server and make it a media server. In this case, you don't need to buy a remote BE agent for the Toronto server. You can then control the Toronto server by connecting to it either by a remote BE console or using the BE program on the Winnipeg server.
