RAWS does not install local and remote

I cannot install Agent for Windows Server, i Tried local and remote, they both give me a error 1603.

Was there a  Backup Exec remote agent installation on this server before ?

No, never had, the OS where i tryed install is Windows Server 2003 Enterprise Edition SP 2 x32

BE 16 does not support Server 2003.  See the SCL below

The last version of BE to support Server 2003 is BE 15.
